Préparation de l’adhésion de la Bulgarie à l’Union européenne : les Verts s’interrogent sur la prolongation du fonctionnement de la centrale nucléaire de Kozloduy
Bruxelles, le 2 décembre 2005 - Le Parlement européen mettra au vote le jeudi 15 décembre 2005 à Strasbourg un rapport sur la préparation à l’adhésion de la Bulgarie à L’Union européenne (Rapport Van Orden).
Le Groupe des Verts/ALE a adressé aujourd’hui (voir ci-dessous) une lettre au Président du Parlement européen, M.Borrell, dans la quelle il conteste fermement la prolongation du fonctionnement de la centrale nucléaire de Kozloduy (Bulgarie).
Selon les Verts européens, cela constitue une claire violation du Traité d’adhésion signé par la République de Bulgarie et les 25 Etats membres.
En effet, ce Traité stipule que les unités 3 et 4 de la centrale nucléaire de Kozloduy doivent être fermées pour 2006 et ce pour des raisons de sûreté.
La Commission européenne elle-même, rappelle dans son dernier rapport d’évaluation que la Bulgarie s’est engagée à fermer les unités 3 et 4 en 2006.

Dear President,
In the plenary session of December, the European Parliament will adopt the report on the state of preparedness for EU membership of Bulgaria (A6-0342/2005) based on the 2005 Comprehensive Monitoring report issued by the European Commission. In this context, we would like to draw your attention to the paragraph 29 of this report which calls for more "flexibility" on the closure dates of the units 3 and 4 of the Kozloduy nuclear power plant while, in fact, both units should be closed in 2006 under the Accession Treaty.
This closure date is acknowledged by the European Commission in its 2005 Comprehensive Monitoring Report for Bulgaria (COM(2005)0534), which stipulates that "Bulgaria […]is committed to closing down units 3 and 4 in 2006" (p.52 of the English version).
We think therefore that the second part of the paragraph 29 [1] as adopted in the Foreign Affairs committee has to be ruled out of order as it calls for a clear violation of the Accession Treaty of the Republic of Bulgaria which was signed on 25 April 2005.
